Well guy`s you have given some great ideas I have tried disconnecting the gov. rod and it does not lope but it still won`t idle only holes on bottom of carb is a 1\2 hole filled with that bronze filter like material I drilled a .060 hole in that but it still dies at about 1400 RPM Is this just carb. adjustment?

That hole in the bottom of the carb. is nothing but a drain hole for excess gas. As Clooney says, try to borrow a known good carb. and try it. However to unplug the passages you will have to disasemble it. In the top half there are 3 tiny holes (needle size) down in the throat-make sure you can run a small wire through these or can blow through them with the nozzle on a can of carb. cleaner----Then on the bottom half there is 2 needle size holes that must be open, these connect to the Main Nozzle. If you can get the main nozzle out that would be great as it has a series of small holes in the tube. To remove this, take out the power needle adjustment in the bottom of carb, then make sure you have a good screwdriver to fit the slot in the main nozzle, sometimes these have to be heated to remove. Once you get all the above opened up the carb. will idle fine.

Oh yes, I forgot, your above post proves the govenor is OK, when hooked up, it was trying to do it's job due to a faulty carb. Who was the professional who rebuilt it? If all else fails you can send it to Roberts Carb. Service however they are 15 weeks behind now.

G.V.J., it could be a load needle adjustment (try opening the load needle 1 more turn), or fuel flow problem or carb passage blockage or ignition problem like a coil going bad. ~Did running with the choke on make a difference?
~Open the drain plug on the bottom of the carb & make sure you have a good stream of fuel for at least 30 seconds, if not find out why. ~Try running it with the air cleaner disconnected to see if you have a plugged cleaner assembly.
~It has all the signs of a passage blockage in the carb & if possible try to borrow a different carb to see if that helps, if so go back through the carb. Those little devils are hard to get the passages clean on.

After all that everyone has said and from what you now say, it sure sounds like a plugged idle passage in the carb. My 40 has about a million hours on the last engine rebuild 30 years ago and that was not a very fancy job, kind of an emergency - broke the block off the bell housing on my crawler. It has almost no compression, and it still will start and idle half decent. Your problem has to be in the carb and there is either some junk or a piece of steel in one of the passages. I would take it off and go all through it yourself and make sure that it all is clean.
