Doc, that gasket between the block and the main case is almost always a leaker on original H's. It's pretty thin, and by now is way beyond any further compression, so you will probably have to replace it if you want to stop leakage there. If your engine is is good shape, there would be no reason to go any further. However, it is a fairly major step to tear down to replace that gasket. You should probably inspect things on your way to the gasket and make your decision based on your findings. You should also check flatness of the two mating surfaces - you may find this is a contributor to the leaking. Don't forget to disconnect the oil tube for tapppet oiling that is connected to the back end of the cylinder. You will find that fitting near the bottom of your crankcase, screwed in to the exposed surface of the cylinder.

Doc, I have repaired that same oil leak on an "H" by removing the lower cylinder stud near the oil leak & cleaning the crankcase threads & the stud with brake clean then reinstalling the stud with sealer on the threads. I'm not sure if that will repair your oil leak also, but it might be worth a try before pulling the cylinder block off & replacing the gasket between it & the case. On the one I did, the oil was seeping out along the stud threads & running out under the nut & also seeping out at the gasket to block due to oil seeping at the stud threads, once sealed the leak stopped.
~As for how far to go, you will have to make that decision after you pull the cylinder off. Probably at least re-ring it & grind the valves as long as you are that far in. Depending on what you find, you might want to do a complete overhaul. A lot depends on the condition of parts, how you intend to use the tractor & how much you want to invest.
