take the nut off, put a 3 jaw puller on the steering wheel hub, tighten the puller as tight as you can get it, smack the bolt on the puller (straight on, like you're trying to drive the bolt into the steering shaft) with a hammer, retighten, smack, repeat, etc.

Turn nut to where it is flush with end of shaft have someone smack it with a hammer ,while you pull on it .

I have chipped the back of the hub of the wheel by striking it with a hammer.

To avoid this, I rig up two steel bars on the back of the wheel spokes and then use a two jaw puller.

Be carefull as when the wheel breaks loose, it flies off with great force and would break a nose or worse.

Good luck

The following plan works for me.....Lay a large hammer on the steering shaft and tap the back of the steering wheel at the hub all around. You might get your wife to turn the wheel slowly. If you're worried about scratching the shaft lay a cloth on it.
