Carb has been cleaned and rebuilt sent back to have it double checked.Could it be the govenor? If its not the carb.To idle good it has to be choked a little and above idle.If its the govenor what would I do to it.Have a qualified friend helping. But any advice will be greatly appreciated.Just trying to get my project to run and idle nice. thanks Richard PS it surges at low idle.

This might be a long shot but I aquired a 520 a couple of months ago and tuned it up rebuilt carb and it would run good under load but at idle it would act like a hit and miss engine tried everything I could think of and finally discovered a weak valve spring first time I ever ran into this problem but it might be worth a shot to check them out also

Richard, because of the choke position to get a good idle I still suspect carb passage blockage.
~If you are 100% sure it isn't a carb problem then run a compression check on both cylinders to eliminate a valve or compression problem, install new plugs & wires & go around all the carb & manifold joints with an unlighted propane torch to check for vacuum leaks.
~It might not hurt to put a timing light on it to see if both cylinders are firing at the correct time & with the same basic timing.
~Can you get an idle change with both idle screws when adjusting them? Are they both about the same number of turns out? Will it idle with either idle screw completely removed? Will the idle change if propane is added at the throttle shaft area?

richard, when you say surge do you mean speed up slow down? if so, then i had the same problem on my 41 b. i fixed it by replacing the origional bronze bushing in the top of the governor with a longer bushing that would make contact with good metal on the govenor shaft. john deere did away with the bushing on later a and b and probably didn't use one on the 20 series either. to test for worn shaft i just grab the governor arm at the top of the shaft and see if it has any side to side movement. if it does then every time the governor makes a move to adjust the speed, it will move the shaft side to side first, then will over correct (speed up slow down) this problem might be in the linkage also (throttle rod at governor arm and throttle rod at carb)this may not even be what you are talking about, if so, then please disregard.....
