When I pull back the clutch lever, if I pull it back too far it is like it is starting to engage again. What would be the problem ?Is it wore out or is something broke? Thanks for any help.

Rod, the short answer is the pulley brake needs to be adjusted tighter. ~The long answer, depending on the tractor S/N before or after 5029200. Before just tighten the pulley brake until it stops the pulley with a very light rearward pull on the lever after dis-engagement, after you might have to shim the pulley brake operating pin head to just keep the sleeve from hitting the drive gear. Try the brake adjustment first & if it still re-applies the clutch with a rearward pull on the lever, (after s/n 5029200) post back for directions on the pin shimming.
