The fellow that does my critical mechanic work once found a 720 D that would start and run fine. If left to idle it would gradually pick up speed. I think he said it would finally run at full throttle.
What was the cause?

An oil leak above the intake, as it warmed up it would draw in more and more motor oil. Fixed the leak and fixed the problem.

There is a leaver and fork between the fuel rack and governor that isn't meshed properly.

720pal:

Did it run properly before the governor work ?

When it starts, does the governor linkage move to close the pump rack ? Or might it be hanging up ?

Since the governor has had recent work, I would look there if it ran ok before.

On a gasser, it was pretty common to have a governor hang up as it moved to the wide open throttle position, and would not/could not return to idle. Not as easy to see on a diesel, but that governor lever that is on the flywheel side of the block could be mis-installed causing throttle open position.

Wish I had my book with me...

First thing I would do is pull the cover off the fuel pump area to make sure the rack is moving when you are moving the throttle. If something is bad with any of the linkage and not pushing the rack closed, the spring that opens the rack will not have anything to stop it from throwing the pumps wide open. Post some details as to what you have done in the way of repairs and if the tractor was alright before starting any repairs.

An idea that is a little out there is that the air cleaner could be really pluged and it is running on the oil in the air cleaner cup.

Sounds like an injector pump problem. Ive heard stories of tractors, with pump problems in the shop being worked on, that race out of control, only to be stopped by smashing pump with a sledge hammer!
