A Head studs

The question I have is about the center head stud the oil scupper goes over. I don't remember if the long threaded end goes into the block or not. (The short threads are about 1/8" shorter than the other studends that go into the block.) I have attempted repeatedly (attempting to clean it out each time, to put the long threads into the block but it always seems to stop before I get it far enough in that the scupper would seal up. (I have slid the head back and forth to check this before I put the head gasket in, since I wasn't sure the way the stud went.) Does the end with the long threads go on the nut end? (This would solve all my problems.) However does the shorter threads pose a problem?

PS. I have measured everything and it "would" work if I could get the stud bottomed out, however if my measurement is off by just a tad, the last thing I need is to either strip the treads or crack the block. My manual doesn't seem to address my question either. Or am I worrying too much about the details.
