Karl, the governer gear and camshaft should each have a mark on them where they belong together which along with having the left hand piston at TDC should result in the mag slots being horizontal. This works provided the gears were installed correctly on their respective shafts. Just lift the governer off the main case enough to move governer gear around and you should be good to go. This will effect lots of other things too if someone moved the magneto to compensate for the governer shaft being out. Some have timed the governer gear off for some purpose I can't remember now but you might end up adjusting other componants if you were off.

Turn the flywheel until the "L.H.impulse mark is in line with the mark on the crankcase. At this point the magneto drive slot in the governor should be horizontal. This should get you close enough to set the magneto timing so the impulse clicks at the L.H.impulse point. This should time the magneto to the engine. Good luck, Paul

How I did mine is line up the flywheel to be topdead center on number one cylinder ( number one impulse). Lift the govenor housing and line the slot in the mag/distributer dive to be horizontal. That got me right on.

A governor by itself does NOT need to be timed.
But on tractors (such as John Deere two cylinders) where the same shaft that runs the governor also runs the mag or distributor it is necessary to have that shaft in proper timing so the mag or distributor works. It is improper terminology to say a governor needs to be timed.
