Have been through the Mag and rebuild kit for the carb. Starts and runs but will rev way up with no apparent reason. The Governer throttle arm is not moving, the throttle is at idle, choke in. Has done this both cold and after running for 20 minutes or so. Do you think its back to the Carb?

For the engine to rev way up, the throttle must be opening (for it to get the air necessary) for some reason. Could it be a problem in the linkage?

Look for binding where the linkage goes thru the gas tank holes, then attack the governor and look for stuck weights etc.

Also if the cotter for the linkage where it attachs to the carb is not put in just right it will bind against the carb housing
