I have a 1930 GP John Deere with a problem. It will only run with the choke half closed. I have put on other Carbs that are in good shape as well as mags. THe fuel line is not stopped up, the engine has good compression, and the engine is in time. What else have I missed? The symptoms are the same in each case. Check the valve gap maybe?

Check your valve timing the crank gear seems to wear out on GP's. The cam gear can be loosened
and slid sideways on the cam to correct for some
wear. good luck.

I would start to look for a leak in the intake system, either in the manifold or under the manifold. With the tractor running, spray some carb cleaner around the gaskets and see if it changes the way it runs. Some people use a propane torch to test with. (Don't light it)
