Is there some adjustment on the throttle on a 3010
to make it stay in a position so it don't throttle down without holding it in position?

Mike, To tighten the throttle friction brake on your 3010, remove the small door in the dash panel, under steering column. at the bottom of the steering post where the steering valve starts to enlarge (just under the dash panel) is a 1/4" bolt in a square clamp that will squeeze the throttle lever tube that rotates around the steering post. This bolt can be reached with a 7/16" socket and a long extension. If tightening this bolt does not do it then the brake lining within it will have to be replaced this will require removing the steering wheel, throttle lever and dash panel. Good Luck, Dave W.

There is a bolt on the sreering column that can be tightened. I,m pretty sure it is under the dash up against the column.

Not sure about the 3010, but the 3020 and 4020 which are similar also have a type of "brake pad" that goes in this same assembly where you can tighten the bolt. If the pad is shot, it will not help much to tighten the bolt, and the pads don't cost alot. good luck

Thanks for info on throttle adjustment--Does anyone know if a 3010 has a hydraulic system that will run a hydraulic post hole digger?

Yes. And if your control lever on the dash will lock in the full forward or full back and stay there, your system is working properly. I have seen some tractors this age where the levers were actually wired forward to hold them in place.
