does the pto control lever have resistance when you put it in gear or does it just flop fwd.if it flops fwd you will have to split it to find the problem.you dont have to replace both discs if they are good.I have repaired ptos when the throw out bearing has gone out and worn thru the clutch fingers.

The 540\1000 rpm shift rod runs through the pto shaft and operates two gears depending on the shaft that is in place. Kind of complicated to explain here. There is a 1\4 inch or so pin that engages the gear to the shaft quite common for them to break. If your lever feels right this could be the problem. If your 540 is not working try a 1000 shaft, if that works then certainly the pin is broke. the tractor has to be split between the transmission and clutch housing to repair this. Also you can remove the cover under the clutch housing and see the operating mechanism for the clutches. One more rambling thought if you have recently changed between 540\1000 rpm shafts this could point to the pins, also check the 4 bolts that hold the pto shaft on the back good luck
