Use an analog voltmeter across the starter. Positive post on starter ( no where else) and to the starter body/casting while cranking. Then measure post to post not connector to connector at the battery. Should have 12.5V at the battery while cranking and 12.1V to 12.3V across the starter windings.

Had a diesel and a gas did the same thing, rebuilt
starters and installed new batterys, didn't help.
Turned out to be bad battery cables. Both had
the cables replaced at sometime, but with smaller
cables.These take larger cables.
