The fuel gauge on my 1965 diesel 4020 hasn't worked in years. I was fooling around with it today and traced the wire from the tank back to the firewall. Looked OK. My question is. With the key on, shouldn't I get some kind of voltage reading at the tank where the wire is screwed to the sender? Is there a way to know for sure if either the gauge or the sender is bad? Should I get a voltage reading at both the gauge and sender with key on? The system is negative ground 24 volt.

with the key on you should have 12 volts at the guage and it you touch the sender wire to ground, the guage should move if it is good.
