I have a 1020 that I just purchased a month ago.
THe carb was destroyed, so I've replaced it with a new Zenith and replace the cap, rotor, point, wires and plugs. The problem that if has, and had when I bought it, is that it will Idle fine, at high end, it seems fine and the timing is correct. But in the mid range, it will run up to the desired throttle setting and then drop to idle speed and the back up, continuing to do this. Is this definitly the governor, or possibly something else? I've also noticed gas leaks from the gasket, between the carb and manifold, while it goes through this hunt session.

Try adjusting the governor linkages and stops according to the manuals. If it stil does this, try lengthening or shortening the linkage rod. I have had this trouble with both a 1650 Oliver and our old 95 round back combine. If the governor pulls the carb to idle, try shortening the rod. If it pushes the carb to idle, try lengthening the rod. Have also had the same trouble with a Minnie Z but that proved to bee a swelled up throttle shaft seal causing it to just be sticky. Good luck. Let us know what you find.

Sounds like you may have a fuel restriction. The carb is starving for gas. Check for good fuel flow from the tank and check the carbs main jet for debris.Maybe by turning the main jet screw out a little it just might clear up.
