I am putting in new axle seals.I Have one axle out.How does the outside bearing, retainer and spacer come off the axle to replace the felt washer? Is it suppose to slide off towards the thread side of the axle?

We just replaced the felts in a model "70" they are the same type as your "B". When removing the axels take out the cotter pins, back off both nuts to the end of the threads to protect the threads.
Using a shallow wedge drive it between the two axels this will also drive the felt retainer out with the axel with out damaging the retainers. If you do it as the manual says you take a chisel and drive the felt retainer out first but this ruinsthe retainer. The felts are not the seals they just help keep the dirt out of the outside bearings The seals are located in the axel housing behind the inner bearings.

I read part of your question wrong. The axel felt retainer drives off with the bearing towrds the splined end of the axel.
