Now that I have the problem of the steering hanging up fixed by changing the pins in the actuating sleeve I find it to be quite a bit sluggish. I have centered the steering valve in both directions. I am running regular hydraulic oil in it. Could it be a problem of not enough pressure? It straightens out very easily from turning either to the left or the right which makes sense.

You might try running the John Deere Power Steering oil that's designed for it. It's amazing how many times problems disappear when the correct oil is used.

I'm on the road at the time and dont have my manuals. If I remember correctly there is some info on PS pressure check in the regular Service Manual, but turning in the flow control screw may help your ease of turning the wheel.

Since it is likely that your powersteering on the 830 needs some long overdue attention you may want to invest in SM2050 which will tell you everything you ever wanted to know about two cylinder powerteering systems.
