JD 60 gas surging...help

Need input from someone more knowledgeable than me so please offer any ideas...I have a 60LP tractor that has been converted to gas. the carb was rebuilt at some point. tractor has right angle dist. tractor will not seem to wind up fast with throttle lever and seems to surge and occasionally misfire or miss. I took carb off and got all needles/nozzles out and sprayed it all out seemed clean. Two turns out on adj needles seems to be getting fuel am getting good spark on both cyl too. Can"t figure out surging issue and lack of power and missing...can it be governer? I did mark dist position and moved slighly to advance and retard with no real improvment...checked rocker valve gap and set at 20...Any ideas???? Could it be valve, governer?? I did have lp tank vented to prevent vacuum...Can"t figure this one out...want to pull with it, but I hooked a smal disk to it and it surges mildly under load too...?
