Yes, they have a PTO brake piston that is pushed out and acts against the large gear on the PTO driveshaft. If you haven't checked it - I see you mentioned pressures being okay but just want to verify what you've checked - there are test ports for the PTO brake circuit and the PTO clutch. Basically the pressures just flip-flop with each other - the brake gets pressure when the clutch is disengaged and vice-versa. Double-check the pressure at the brake port and if it is okay with the PTO disengaged, then you have some sort of internal mechanical issue with the piston itself - the brake material is worn off, the piston isn't moving, etc. If you've ever used the PTO brake to stop big PTO-driven equipment, that could be the problem, as the brake is not meant to stop much more than the shaft itself - an overrunning clutch should be used on big machines that have a lot of rotating mass to stop.

Thanks G/MAN do you know if the piston can be checked without removing the clutch housing. i have the clutch out and the break psi was ok. as hard as it was turning i figured something was fried in the clutch but it is ok.

If you've got the C1/C2/PTO clutch pack removed, you should be able to inspect the PTO brake lining. It's been a little while since I've been into one, you may need to use a mirror. Look down and to the left side of the tractor. The brake is cone-shaped and acts against the PTO idler gear (I think). I do know that it is one of the more common parts to fail on a powershift Deere, mostly due to misuse. I would think that the o-ring on the piston should be OK if your pressures were normal.
