I have a 4010 J.D. with a noisy PTO. It makes a slipping and grinding noise when PTO is engaged.
The PTO only turns a little no matter how the throttle is.

The 4010 PTO speed is shifted by a shifter rod in the center of the rear PTO internal shaft controlled by divot or the lack of divot in the flanged extension. If that shifter is forced it can bend and not engage the gears. If the flange bolts are loose it can let the PTO gear shift not be in gear. If the shifter is messed up, it means splitting the transmission to fix.

Then there is the PTO clutch that can also get out of adjustment, or loose the throwout bearing which is supposed to be lubricated every 50 hours of PTO operation (so really its a throw IN bearing).

Its possible for clutch pressure plate fingers to break and to also cause noise. The throw in bearing and those fingers can be observed through the plate on the bottom of the clutch housing which you take off to grease the bearing.

Which stub shaft do you have on there? I imagine it's the 540 shaft and the pin that is pushed by the rod in the pto shaft to shift the 540 gear into position is bent or broken.

You can try pulling the stub shaft and stacking a dime or two on the center of it, holding them in place with some heavy grease, and reassemble it, see if that shoves the rod far enough forward to push the pin to shove the 540 gear into place...rotate the stub shaft as you put it on and you should feel that gear drop into place, you don't want to just put it on there and bolt it down, you have to rotate it so it engages properly or you can bend or break that pin...which requires splitting the tractor and taking the whole transmission apart to replace, that's one of the weaknesses of the 10 vs 20 series.
