I have oil leaking from between the mag and gov housing on an A. Is there a gasket that goes on the mag, mine does not have one, wondering if it should. Thanks for any help. It's a 36 hand start.

Yep. There may be a drain hole plugged in govenor housing behind where magneto bolts up. Needs to have gasket between govenor housing and magneto. Gasket is available at Deere and other places.

There is fer sure a gasket that fits between the mag and the governor, they are readily available from Roberts or Glen in Tx or Magneeders or Greg Stephens etc etc etc.

Yep standard SAE magneto flange gasket. Most are made so thin now days doesn't hurt to stack 2 or 3 gaskets sometimes.

Is there a shaft SEAL in the governor housing on the older tractors?

Nope, no seal in there. The mag impulse requires some lubrication from the engine oil or the metal to metal parts will wear out prematurely. All flange mount mags have some kind of internal oil seal and some have a slinger washer also to keep engine oil out of the side of mag housing where coil and points are. Oil blowing in a mag past seal is a sure indication of engine crankcase breather problems or a engine in bad need of a overhaul. If impulse area is dry of oil on a mag then governor area is not receiving proper lubrication either. The drain area at mag mounting area should be cleaned also so too much oil isn't there trying to push past mag seal.
