3020 PTO keeps turning

The PTO turns in either position of the lever. I do not know if it coasting or under power. Any ideas to what it might be?

Too much to explain if it's a Powershift. But, if a SynchroRange - crawl underneath and see if the clutch-plate fingers are hitting the PTO throw-out bearing (assuming this problem occurred recently).

On the other hand, if the PTO clutch problem happened after a tractor-split and clutch job - the discussion can be expanded quite a bit.
