I have read an article which claimed that new carburators from the factory had an internal rust preventer to prevent rusting in the internal passages. The anti-rust product was not mentioned by name. What product can be used for this purpose? Thanks.

New MS carbs and parts didn't come painted green or other colors and came with a black oxide coating finish on them. JD painted them green on the tractor though. Yes phosphoric acid will do it and there are many ready mixed products on the market too with major ingredient for doing it also. You clean it well with a degreaser or alcohol solution before blackening. One is called Tool Black and others are just called black oxide. You need to put oil coating on it after the oxide also like WD 40 or other aerosol oily protective sprays work also. The Tool Black product comes with a aerosol can of just regular mineral oil to help protect it after blackening.

Any product that contains phosphoric acid will do it.
Some known products are Lime Away, CLR, and the best is Osphos. You can get Lime Away, CLR, at WalMart and most grocery stores. Osphos can be had at hardware and paint stores. To use this stuff dismantle all parts that are not Iron.
Put the Iron parts in a Iron or steel container (I use a 3lb coffee can) then heat till a vapor starts to rise. DO NOT BREATHE THE FUMES!!!! The Iron parts will blacken let dry and cool, wipe the parts of all residue. You can paint the out sides. This stuff chemically treats the metal and will resist rust for years but not forever if you leave water set in it. It will not peel or be affected by fuel in any way.
