As Glen says, the trouble usually starts with the cable. Be sure the cable is free to move, although I never had much luck freeing an old rusty cable. You need a pressure gauge in the test port to do the adjustments. The apply pressure is set by the position of the rear cable clamp. The brake apply is set by the stop screw on the lever up front. This assumes the clutch and brake plates are not worn out or warped.

Matt, Had read your post before and couldn't reply with YT down. Doesn't your 5020 have a cable from lever to side of linkage on trans like the 6030 had also? Those cables are famous for binding up from old age so make sure the cable is not binding or lubed up well or replace it so the linkage is moving all the way either in or out and not just somewhere in between. You can figure that out by taking cable loose on side of trans and moving it manually to see how it works. That's the problem I've seen with them as they were not put in or out of gear all the way by the cable binding and then clutches and brakes get burnt out. Otherwise to tear into it more you'll need a JD service manual or a I & T shop manual to help.

There is no adjustment on the brake itself,it is either released or applied. As long as the linkage is engaging the pto brake valve the pto should stop. If not the pto clutch is dragging,or more than likely the brake itself is worn out.
