JD 60 pulsing brakes

Got the 60 running and was moving it around a bit and the right brake seems to pulse pretty good. Any ideas what might be wrong? I put new brakes on both side and the other side seems to be ok. So the major question is should I let it wear in or did I do something stupid (which is not totally out of the question).

Sounds to me as though the drum is out of round, causing the pads to have to float and move some to follow the contours, which makes the pedal "pulse". Either that, or you've got extremely bad brake shaft bushings, which are allowing the shaft to wallow around. I'd bet on the former over the latter.
