governor will not respond when going up a hill. and tractor will not idle unless the carbortor is choked at half.

Jerry -- you leave out lots of data here. How long has the tractor been acting up? Has it been just setting in the barn and you just now learn of the problems? Has there been any work done on either the carb or governor lately? Has the governor linkage been changed?

Let's start by taking a look at that carburetor to see what's going on up there. Go to the JD-H Restoration Site (listed below) and click on Carburetors. Once the document comes up, go to page 7 for some no-wrench tests you can run to see if either of the LOAD or IDLE passageways is blocked. Needing to be at half-choke to make the engine idle sort of hints the IDLE path is clogged. At any rate, this little test is easy to run and tells you much. After the testing, please post back for further diagnosis. (PatB)
