Without looking, I have a 60, It is probably the lever that comepletely disengages the PTO, so that the gears don't turn. That is so if you use the tractor for extended periods and don't need the PTO, nothing turns. You can disengage it with the engine running, but to engage it the engine needs to be not running. Also I think it is on the left side in front of the dash on the govenor housing, there is a sort of a knob that looks sort of like a big wing nut that you can turn a half turn and that disengages the hydraulic pump. The same operational instructions apply to that as to the other lever.

The best thing to do is get an operator's manual from jdpubs.com. Then you will be able to enjoy ALL of the levers....

i'm not familiar with a 60, but it probablu turns your pto on. it should swing one way or the other, then engage your clutch and see if your pto is on. i hope you know not to wear any loose clothes around a pto shaft that is turning. like the book says disengage before dismounting. the daddy to a boy i grew up with looked under a hay baler one day with it still turning and it trip to tie a bale and crushed his head. the boy was driving the tractor.
