I'd like to thank everyone that educated me on the charging system of my tractor.

I ended up sending the regulator and generator to the shop to be tested together. Once I had the regulator off (again) I noticed the "threaded rod" on the backside that connects two terminals was rubbed by I believe the tach cable at some point. I ignored it the first time since it would still conduct as it wasn't wore through, but this time I noticed a filament wrapped around it. Some kind of resistor.

Unfortunately, it took a new regulator and a rebuilt generator to make things right. But now it charges perfectly and that's what I need with glow plugs.
