I have a model LA tractor that surges on RPM. I've cleaned out the gas tank, I dried out all the water in it ( and the bowl filter on the tank ), cleaned the carb and put it back on, refilled tank with new gas and the engine still surges on RPM. Could wear in the governor assembly cause it to surge ( rev up and down ) on RPM's? All replies appreciated.

I tend to agree with deere dale but binding linkage or a worn governor can cause it. Unlikly but valve springs and manifold leaks can do it too.

Forgot to mention, it surges at idle, when I open up the throttle it doesn't do it.

Sounds to me like you still have a plugged idle passage in your carb.
