After changing oil & filter on 46 GM, manual said not to over tighten nut, but after small amount of torque, notice most of new oil on the ground. After cranking more than thought necessary, still have a slow drip on nut. Any suggestions? Thanks

Yes, as Maark said, make sure the o-ring is there. It's usually wedged up in there pretty good, but it could have fallen out into the oil bucket or something. You definitely don't want to overtighten the filter cover, but you still want it pretty darn snug. If overtightened, you can deform the top of the tin "can" that the filter slides up in, which can result in a blown gasket at the oil-pressure relief housing, and a big internal oil leak and possible loss of pressure.

Did you replace the d-ring type packing that the cap tightens up against? In that small groove around the filter canister?

Maybe that is the problem, it looked to me like the new rubber ring that came with the filter pressed up against a flat surface, I guess the old one wasn't dug out of the groove.
