Rear axles on model B

I have a 46 B. Am trying to get the axels in the housing with the new bearings etc. The bull gears are in place as are all the bearings etc. I can't get the large nut to pull everything tight. The nut at the bull gears is as tight as I can get it and it is only half on the axel shafts. I know the bearing cones and cups are on right. I put the felt retainers on as drawn in the parts manual. Could it be that the inner bearing is not going on the shaft Suggestions would be appreciated.

is there any end play on the axles? Does the axle rotate smoothly?

No end play that I can feel but the axel spins smoothly Nut on only half way at the bull gears. I am wondering if the inner roller bearing is not going on the shaft all the way and that is the problem or if somehow I misinstalled something

Ken,

Maybe the outer bearing and felt seal retainer stuff isn't seated all the way out on the shoulder of the axle?
