Late A throttle not responding to load

Late A with engine overhaul starts good runs smooth at all rpms but will not respond to a load. If the throttle to governor rod is moved manually while driving under load engine responds as it should. Do I have a linkage adjustment issue or a weak arm spring or other problem?

Could be a linkage adjustment issue. The adjustment is pretty simple. With the throttle in wide open position, and the rod to the carburetor unhooked, hold the carburetor butterfly in the wide open position and the rod should be short from connecting by one-half a hole. This gives the governor spring the necessary pre-load.
