As MSM says, hit the axle with a sledge hammer and then tighten the jack screws again after hitting the end of axle. They will come loose.

This might sound a little involved, but a friend of mine let me borrow a puller he made just for the wedges.Pull the three bolts out of the front, set the puller over the axle on the tractor side, with three shorter bolts thru the puller into the wedge, the wedge seats against the wheel, tighten the three bolts at the same time tighten the two jacking bolts. It is amazing how well it works. So now I have a puller as well,it was easy to make out of at least 5/8" thick plate steel.I had a machine shop drill the holes and cut the slot for the axle. You really should not pound the axle with a sledge hammer, because of the outer axle bearing, unless you plan on replacing it.Of course you could get lucky.

If the "Jack Bolts" are lubed well, and the threads are good...with the 3 clamp bolts out--and the hub soaked well with an Oil-Kerosene mix, the outer ring should slip off... If needed, you can apply some heat to the outer ring...

Jack the tractor up,run the jackscrews in tight and hit the end of the axle squarely with a Heavy sledge hammer. Might take 2 or three tries, but it has never failed to loosen the wedges for me.
