If you can't turn it with a screwdriver in the timming hole as sugested below you should pull the injectors and try again. If coolant or water is in a cylinder it will not turn and towing it or forcing it will bed a connecting rod or worse.

Down the list, someone suggested pulling your 4020 to see if it turned over the engine. If that 4020 is a syncro-range tranny, you can do that. IF IT'S A POWERSHIFT....DO NOT ATTEMT TO PULLSTART IT. Major dollars will flow freely from your bank account....NEVER pull a powershift in gear.

Dad saved money for a little while by always parking our 4020 on a slope after the starter fried. Did that all summer one year. 'Course, look at SW Wisconsin on a topographical map. Lotsa hills available.

Take the timing cover off the right side of the clutch housing and use a large screwdriver in the ring gear to see if it is free.

Take the starter off and use a prybar and try to turn the flywheel. If the starter don`t work you are going to have to take it off anyway.

put it in a high gear and hook another tractor up to it and see if it can pull it, and if the motor will turn over.
