About three years ago a city cop stopped one of our guys roading a Catepiller backhoe down a city street. Gave him a ticket for no drivers license, no insurance, lights to high above ground level and no slow moving sign. Got it thrown out except for slow moving sign which it should have had. I checked some city owned backhoes later and guess what? Not a single slow moving sign to be found. We had a Mayor of a small town west of here tell one of his cops to go to a near by town and ticket any pilot that flew to low over his town. Climb-out took aircraft over edge of town. FAA told him to stick it.
