Ken, Im thinkin EITHER your flywhel is on the wrong crank spline or the cam to crank timing is off. FLYWHEEL TO CRANK TIMING As I recall, the Left Hand Exhaust open flywheel timing mark is when the exhaust should "just start to open". Also, if the flywheels on the correct crank spline, when its Left Hand Impulse timing mark is at 3 o clock in line with the flat mark on the tractors side, the Left piston ought to be at Top Dead Center (TDC).
CAM TO CRANK TIMING
Then if the cam to crank is in time, at Left Hand Exhaust Open, is when the left exhaust valve just begins to open. GOVERNOR TO CAM TIMING. Then if the cam to governor is in time, when the Left Hand Impulse timing mark is at 3 o clock and the left piston at TDC, the female drive slot in the governor shafts end (where mag fits) ought to be flat horizontal fore n aft. Hope this helps, Im positive of the flywheel to crank timing, the Left Hand Impulse at 3 o clock when left pistons at TDC, and governor and cam timing (flat horizontal fore n aft slot) but Im less sure of the left exhaust "just starting to open" but pretty sure its correct also.
