An oil slinger is typically a piece of tin or a sleeve with a lip that spins with a shaft. As oil approaches it, the oil travels outward on the spinning disk portion and is "slung" (is that a word?) out onto an other surface where the oil can drain back to the sump. They're generally used near sleeve bearings (like mains) where there is provision for an oil seal.

The main purpose of which is to prevent the seal from being overloaded with too much oil. If the seal were forced to work without a slinger it would most likely leak oil and in large amounts.
