Justin, With the engine off,the seat switch jumpered and the PTO switch on, the PTO should "lock up" and not be able to be turned by hand freely (it should turn the crankshaft with it). Since you said you can hear the clicking, this should be happening as this means that the electromagnet side of the PTO is working. If so and it spins freely then you'll need to replace the PTO clutch armature (the part with the pulley attached to it). The three spring adjustments on it are for controlling "stop time" when disengaging the clutch and I believe that they're set at .013 clearance evenly between the drive plate and the cover with the PTO engaged (it's the dry screeching sound you may hear when you shut off the PTO). Sorry I couldn't be more specific, but it's been a long time since last repair of the sort.

Correction on that clearance setting. .013" between PTO drive and driven parts with PTO disengaged (It's the clearance that the e-magnet has to overcome). You can check this setting before you go buy a new part as the springs and nuts that adjust it DO control the ability to engage, not the stop time. Sorry again, like I said, it's been awhile. Sounds like that clutch armature is worn out though because the clearance setting was required only when installing a new clutch half.
