'38 D ENGINE SURGES AT IDLE

I can't figure out why the engine in my '38 Model "D" surges when idling. It isn't a high speed surge, just a persistent throttling up every time the engine fires. The carb is newly rebuilt and seems to work perfectly except at idle...the governor keeps kicking the throttle after it fires. I can apply the slightest pressure against the throttle shaft, pushing toward the throttle stop spring and the engine will idle down smooth and very, very slow. To the point that it almost sounds like a slow running hit and miss engine, but as soon as I release the pressure, the surging starts again.

Any ideas other than adding a spring to hold constant pressure against the throttle stop?

Kenny, First, try having the throttle rod "completely removed" from the governor to the carb and see how well she will idle strictly manually totally independant from any govermnor action whatsoever. That will help isolate if its a carb or more of a governor problem. If it will manually idle good, then with it re attached, try to very slowly adjust the idle stop screw tighter against the spring stop and also adjusting the idle needle if needed and see if she will idle steady n even after adjusting the rod to the carb as mentioned by clooney. If after adjusted it will still idle manually but not via the governor, I suspect a governor problem like worn pins or weights or bearign etc etc.

Kenny, a couple of possible causes...

1)- Start with a throttle linkage adjustment,, set the throttle rod between the governor & throttle lever to be 1/2 to 1 hole short of entering the carb hole when both the carb & governor lever are held wide open..

2)-keep adjusting the throttle stop screw tighter on the stop spring & see if the surging stops [most times the throttle stop spring adjustment will stop the surging]..

3)- Also, make sure the throttle linkage isn't rubbing of binding on anything..

~If none of the above helps then suspect a worn governor, or missing governor weight..

Clooney, thanks for the help. Your first suggestion worked great. I adjusted the linkage and now it idles slow and smooth. Only thing I'm having trouble with now is it backfires when quickly pulling the throttle back from full speed to idle. I figure I just need to keep tweeking the Idle & Load needles.
