When I tied to disengage pto with foot pedal it will not stop turning unless i push on the pedal it stops, when let up it turns again. is there an adjustment or a brake shoe that might be worn out? Any info would be great.

jdjack, try adjusting the rod [shorten the clevis a little] on the rod between the pedal & the rear PTO lever. Usually a little shorter will allow the PTO brake to hold.
~If shortening the rod a little won't get the brake to hold, look at the foot pedal latch plate to see if the notch is worn or the plate is misadjusted. ~If the above doesn't get the brake to hold you will have to do a PTO clutch adjustment.
~If the adjustment won't get it to hold, suspect trans oil in the PTO unit, use you nose & sniff the PTO oil & if it smells like gear oil you have a PTO oil pump seal leak [a big job to repair]. ~OR, the PTO clutch or brake is worn out & either the PTO clutch won't release all the way or the brake is worn & the brake won't hold [an easy but expensive job] ...

There is a brake unside that holds the shaft stationary. But I would be inclined to say you have warped discs causing the PTO to drag and override the brake. Get a manual and try to adjust the clutches and the linkage, but if that doest fix it an overhaul is in order
