Fan blades hit the upper water pipe. Or I should say the upper thermostat housing that bolts to the upper radiator tank. Fan is mounted to pull air back through radiator. If you sit in the seat, the fan shaft turns counter clockwise. And this is with the flywheel turning counter clockwise if you were facing it. I think we have the shaft key on wrong somehow. Theres about 3/8 to 1/2 inch of fan shaft left out the front of the key keeper ring. I know that if the fan was farther to the end of the shaft , thus putting the fan closer in to the radiator, that the blades would clear the water pipe and nod scrape the bottom of the shroud. Is it the key, should the fan shaft show at all in front of the fan?

Richard
I was in a hurry today when I remembered to stop and look at my 530
It "feels" like very litle shaft is out in front of the keepers on mine
I took a couple of measurements that I thought might tell you the position you fan should be in
Fan blades tip / back edge to the upper rad pipe clearance was about 7/16 "
fan blade front leading edge to radiator was 1&11/16" generator belt to the fan blade "hub" (where it is flat and the spring assembly pushes up against) 2& 1/8 "

Good luck let me know how you make out and if I can do any thing else

I haven't had mine apart and I'm still waiting on my book, so if youneed more technical info try Clooney or the others
