After many hours of working on the power steering I finally found why it was acting so strange. I finally checked the steering actuating sleeve and noticed it had close to 1/8 in end play I pulled it off and adjusted the end play by the manual. It called for only .001 in. end play. Mine is the early series. I adjusted the cone point set screw and now there is minimal play in the activating sleeve. I put it back on and now it is fine, after centering the valve. It also no longer has any wheel flutter. I am sure happy to get it going again. This might be helpful to someone else who is having problems.

Hilltopper, that "cone point set screw " [helix screw] is a big problem on the early steering sleeve tractors.
~If your problem comes back in short order you will probably have to remove that screw & re-grind the point [I usually find them quite worn].
~If that screw is loose & turns easily you will probably have to Loc-Tite it to keep it from migrating...

Thanks for the info. I was wondering what was supposed to keep it tight. I have heard this was such a problem in the early days that some farmers cut a hole in the nose cone to keep from having to remove it to make the adjustment.
