The steering appears to be tight with little lost motion. With the front end jacked off the floor. It steers very easily, as would be expected. But with the weight of the tractor on the front wheels. It is very hard to turn left or right. It has been lubricated and nothing seems to be binding or bent. Just very hard to turn.

Terry, without power steering, those models are normally pretty hard to turn the wheels unless the tractor is rolling. If it steers good with the wheels rolling, I wouldn't worry about it. Also the steering adjustment may be too tight. This should be set with the wheels on the ground, not jacked up. This is the set-screw on top of the front pedastle, under the nose cone. You don't say if it is a tricycle or wide front. A wide front will be a little harder to steer without the wheels rolling. Also unless the steering has been rebuilt sometime in the past, you are talking about a tractor that is 43 years old and there will be some wear on all the parts.
