This tractor has been used seldom in the last 15 years. Apparently it was run with low or no hydraulic fluid. It took 4 quarts to service the system before it ran out of the petcock on the rear. It will attempt to pick up a medium size bushhog, but will only lift if about 10 inches or so, and a vibration is heard in the hydraulic lines it seems. Is there a filter, or adjustment that is needed. Could the pump be damaged because of the lack of fluid. Any advice given would be appreciated.

I would try the easy route first and use the system to make sure all the air is out. I am sure that you rechecked the level after cycling it a bunch of times. If the lines were dry, especially the return, it holds a lot of fluid.

Also the noise is more than likely (hopefully) cavitation/air bubbles. if the seals at the junctions in the return line have dried out or deteriorated, they can let air in on the return side and the thing will always be sluggish due to sucking air.

Good luck

There isn't any filter in the system. Could be the pump or if it wasn't used in a long time with no oil perhaps it is in the lift cylinder in the hydraulics. May also just be air in the system and may take some cycling to get it out.
