My tractor is lacking power and I have checked everything suggested to me so far (air cleaner, points, plugs...). My question now is: Could it be that the governor isn't working? It used to be that I could idle the tractor way down and the governor would bounce it and keep it running and low idle. It won't do that now. Any Help is greatly appreciated.

Wes, a failing governor is possible but would be at the bottom of my list.
~Just watch the throttle lever on the top of the carb as the load on the tractor increases & if it moves to the wide open position the governor is controlling to properly.
~Have you adjusted the throttle rod between the carb & governor to be 1 hole short with both carb & governor held wide open?
~Have you checked the governor arm leaf spring for being cracked, weak ,or broken?
