Have got it 90% redone. Thought I'd try to start. Had fuel,what I thought was good compression and what I thought was a good magneto spark. I did not change the plugs but do have good spark with plugs out and resting on the block. Would it be possible for both old plugs to not fire under compression and to look good otherwise. The time appears correct with "impulse" on flywheel lined up with mark on tractor and left piston at TDC. It has never popped even once!! Thanks for any info. God bless you all. Joe

Joe, first, you say "The time appears correct", are you sure the L/H spark plug is sparking as the flywheel L/H impulse is lining up with the case mark?�If so & you have a blue spark across the plugs & it's getting fuel, it should start.
~You might want to run a compression test just to see if you are making compression.
~It wouldn't hurt to install new spark plugs just to eliminate that as a problem. Also make sure the plug wires are solid metal core & not automotive TVRS carbon resistor type.
~Are you sure it's getting fuel to the carb? Try opening the carb drain & making sure you are getting a good fuel flow out of there.
~Set the carb idle needle to 2 turns out from seated & the load needle to 1 turn out from seated.
~OK, if you have good compression, a good spark [at the correct time], good fuel, the choke is working & the carb isn't all plugged up inside it should start. You might have to pull start it the first time or two until you run it a while. ~If pull starting doesn't help, pull the carb & look for gum & rust or anything that will keep the carb from functioning correctly....
