The dot on the cam sprocket is for cam to governor gear, not for cam to crank gear. when you got the cam timing right the dots will be right as well! Still, if the timing is wrong you cannot get the mag drive horisontal with the dots aligned (cam/gov)and L.H Impulse at 3 oclock.

My understanding is that you have to start from L.H.Exhaust Open mark at 3 oclock, then with the left cam bearing loose, move the cam sprocket so that the cam is just starting to push against the follower... After that you can set the governor gear so that the mag drive is horisontal, with the fly wheel L.H Impulse at 3 oclock.

The best thing here to do is to have the flywheel side piston at the very top of the block and turn the cam gear so that you have valve tappet clearance, .020 at the rocker arms for that side, on both of the valves for that side, then make sure that the dist, or mag coupler in the governor is horizontal then your good, there should be v marks , but they can get hard to see, and they don't usually line up at top dead center.
