Dave, When I get mine down to bare, clean metal I spray it down with phospheric acid and when dry shoot it with prime and seal. The phospheric acid will kill the rust down in the pores of the cast iron so it won't come back on you later. That's how it do it.

If you put water on it you get instant rust! It even tends to rust in humid environment.

Dave, When I get ready to paint a part that has been sand blasted, I use my air hose to blow away any loose sand and dust(outside), then I wipe the part down with a shop towel soaked in paint thinner. Apply metal prep, then prime.
