My grandfather has an old piece of farm equipment that he can't remember what it is and I don't know. It is a John Deere 3pt attachment, pto driven. It looks like a tiller but 12' wide. It does not have solid tines all the way across. It looks like it was used to till between rows but the tines are straight and not curved like a tiller. It also has wheels to help control how deep it runs.

Once worked on a LELY, which was like a tiller with vertical tines 12-16 inches long, that was used before planting.

So it has rolling tines sort of like a tiller, but there are gaps for rows, probably spaced about 40 inches apart - maybe 38 inches?

These sets of tines are powered by the pto and it will spin?

Never saw any, & don't know that JD actually made one, but have heard of powered row crop cultivators like that. If it rained forever, and the weeds got away onyou, that was about the only option to try to regain control before sprays. Remember my ag teacher talking about using one when he was little, would use it all day, then after supper go through with the regular cultivator to clean it up.

Don't know if that is it, but sounds like it if I understand right?
