I have been fighting this on our 14t as well. One knotter works perfectly, one will work perfectly for a dozen bales, then form a knot in the bill hook and mess up. I think it is a tucker finger problem, I haven't had a chance to check that yet. ( The baler is at the inlaws, 120 miles away, argh. ) Check to see if the knot is forming IN the bill hook ( incorrect ), or AROUND the bill hook ( correct ). If the knot is IN the bill hook then your twine isn't where it is supposed to be when the bill hook twists around and opens its jaws to form the knot and grab the twine. Check your twine tension, to little tension will let the twine flop around and the bill hook will catch it in the jaws and wrap the twine around. Check your tucker fingers to make sure they are holding the twine up against the bill hook. Check the needles to make sure they are bringing the twine up and draping it across the bill hook in the right spot. If the knot is being formed AROUND the bill hook correctly, but isn't being pulled off, check the wiper arm clearance to the bottom of the bill hook. The wiper arm should be very close to the bill hook as it moves across the bottom of it ( I adjust ours so it is barely touching ). You already have backed off the bill hook tongue tension, so that is eliminated as a problem. I think, not sure though that maybe insufficent bale tension will make the knot hang on the bill hooks. I don't have the manual with me, it is at the in-laws as well, haha.
